Omitting HSE Coordination from the Design Phase Is Not a Saving — It Is an Uncalculated Risk Assumption

Many in the industry know this should be done. Few actually do it. This article argues why this omission is not a neutral decision.

In the preparation phase of construction projects, the absence of a health, safety and environment (HSE) coordinator is common practice — not only in Hungary but across many European markets. This decision is rarely made consciously; it simply never makes the agenda. This article argues that this omission is not a neutral decision: any project that fails to involve an HSE coordinator during the design phase is taking on direct financial, legal and technical risk — risk that most decision-makers cannot see, because it has not been quantified.

The Assumption Underlying Industry Practice — and Why It Is Flawed

The implicit logic behind omitting design-phase HSE coordination is straightforward: health and safety issues can be addressed during construction, and their involvement at the design stage is premature and an unnecessary cost.

This reasoning is vulnerable on three counts.

Risk does not originate in the construction phase — it only becomes visible there. Every structural, mechanical and technological design decision carries health and safety consequences. A poorly accessible installation zone, a sub-optimal assembly sequence — these are not born on the construction site. They are born on the drawing board. The construction phase simply realises what the design phase has produced.

The cost of risk management carried out during the design phase is not comparable to the cost of correction arising during construction. A design modification at the planning stage takes hours. The same modification during construction — involving regulatory consultation, work stoppages, and potential structural demolition — represents a cost that is orders of magnitude greater. This is one of the best-documented relationships in construction project management.

If the design phase does not include risk analysis, interference review and HSE-focused design coordination, the risks are not eliminated — they are displaced. Into the construction phase, into the operational phase, or into an incident that actually occurs.

Health and safety problems that arise during construction — and land on their desks — can almost without exception be traced back to a decision made during the design phase. The tool for prevention rather than firefighting is the early involvement of a design-phase coordinator.

The HSE coordinator is not an external auditor reviewing finished drawings. They are a participant in the design process, continuously feeding back the health and safety consequences of technical decisions. This reduces designer liability — it does not increase it.

The True Cost of Uncalculated Risk Assumption

Failing to involve an HSE coordinator during project preparation does not cost zero — it simply means the invoice does not arrive at this stage. The question is when and in what form it will arrive.

Industry practice consistently shows that this invoice materialises during the construction phase, in regulatory proceedings, in design revision cycles, or — in the most serious cases — in an incident that has already occurred. The common feature of all three scenarios: addressing them costs a fraction of what design-phase coordination would have required.
